Commissioning and the Safeguarding Commissioning Standards

The Commissioning Enabling Group, which has membership from statutory, voluntary and private partners, has been working on establishing robust Childrens Trust Partnership wide commissioning processes.

The safeguarding commissioning standards have been put into place to ensure that all partners can discharge their key responsibilities in safeguarding children and young people.

The key documents include:

  • Safeguarding Standards for the Eastern region - which set out the benchmark of good practice for organisations who wish to be commissioned by Children's Trusts to provide services for children and young people.
  • Safeguarding and Protecting Children and Young People in the Eastern Region - a guide to standards for voulentary, community and independent organisations.
  • How to complete a resource pack.
  • Self Audit tool - to help orgs see where they are in relation to the standards.

The documents below appear in Adobe® Acrobat® (PDF) format. In order to view it you will need to have Acrobat Reader installed. (Those with visual impairments may wish to investigate Access Adobe, which provides tools and information to help make PDF files more accessible).

Introduction to the Safeguarding Standards and Toolkit

The following standards have been developed to help to safeguard and protect children and young people in Eastern Region. They have been endorsed by both Peterborough Safeguarding Children Board and Peterborough Children's Trust.

They are informed by legislation, research and good practice, and have been developed in consultation with a range of stakeholders including local authority commissioners and Safeguarding Board leads. Importantly the document’s provenance lies with the partners of Safe Network: Children England whose regional leadership has supported their development and NSPCC whose Safety Check Toolkit provided the standards origination. The whole project has been funded and supported by Go East the Government office for the region.

The Safeguarding Standards make explicit the expectations in relation to safeguarding children and young people. When implemented, they will provide assurance to Children’s Trust commissioners and Local Safeguarding Children Boards that commissioned services are able to appropriately safeguard children, young people and more importantly, create safe environments for children and young people and their families.

The Safeguarding Standards are accompanied by a workbook, a resource pack and a Commissioners Evaluation template. All organisations wishing to provide services to the Children’s Trust will be required to successfully complete the ‘Self Audit Tool’ (pages 19-27) of the Safeguarding Standards.
