Peterborough City Council on Thursday 7 January 2010 announced
its shortlist of bidders for the provision of an energy-from-waste
facility, improved materials recycling facility and various
operational services currently carried out by Peterborough City
Services.
The shortlisted bidders will now be invited to engage with the
city council in the first stage of competitive dialogue to discuss
their proposed solutions for the delivery of these major
contracts.
This short-listing follows an evaluation of pre-qualification
questionnaires based on an announcement of the contracts in the
Official Journal of the European Union (OJEU) in April last
year. The contracts and shortlisted bidders for this first
stage of competitive dialogue are:
• Design, build and operation of 65,000 tonne capacity
energy-from-waste facility – Kier Limited; Shanks Group PLC; and
Viridor Waste Management Ltd.
• Design, build and operation of 100,000 tonne capacity
materials recycling facility – Greenstar Holdings trading as
Greenstar UK; Shanks Group PLC; and Viridor Waste
Management Ltd.
• Waste collection, street cleansing, grounds maintenance and
other operational services – Amey LG Limited; Enterprise Managed
Services Limited; HW Martin Waste Limited; Kier Limited; May Gurney
Limited; and Veolia ES (UK) Limited.
The city council received a good response from the market and is
confident that the range of bidders can develop and offer
effective, innovative and value solutions for the council to
consider. The council will gradually reduce the number of
shortlisted bidders at various stages of the procurement process
until it identifies its preferred bidders for each of the
contracts.
The contract for the waste collection and other operational
services will include a transfer for those employees in
Peterborough City Services who currently operate the services that
are to be included in the operational services contract.
Planning permission already exists for the new materials
recycling facility (MRF) to occupy an existing factory at Fengate
in Peterborough’s Eastern Industry area and the energy-from-waste
facility to be built on an adjoining site currently occupied by the
existing MRF.
The new facilities are part of the city council’s Waste 2020
strategy that aims to recycle and compost more than 65 per cent of
household and garden materials and minimise reliance on landfill
for disposal of residual waste.
Peterborough, which is building a reputation as the UK’s
Environment Capital, achieved 48 per cent recycling and composting
last year from total municipal solid waste of around 100,000
tonnes. The city is designated as a growth area and total waste is
expected to grow to almost 145,000 tonnes by 2029/30.
