Three bidders are now negotiating to become Peterborough City
Council’s key partner to provide a range of services which include
refuse and recycling collections, street cleansing and grounds
maintenance following a decision by HW Martin to withdraw from the
process.
HW Martin has reviewed its own commercial strategy and will be
concentrating on other commercial opportunities in the market. This
leaves Amey, Enterprise and Veolia to develop detailed plans for
the city council to consider in September.
From the detailed plans, the city council will shortlist at
least two bidders to submit final tenders later this year with a
view to a preferred partner being selected around the end of the
year. It is expected this key partnership will commence in early
2011.
A city council spokesman said: “We have three strong bidders for
this procurement from which the council will look to identify a
suitable partner at the final tender stage. The intensive dialogue
stage will refine and consolidate our aim for a key partnership
that ensures we continue to improve our services and offer value
for money to our residents.”
Staff and union representatives have been fully briefed
throughout the process. All employees whose jobs will transfer
under the proposals will have their employment terms protected
under the Transfer of Undertakings (Protection of Employment)
Regulations. Those employees who are active members of the Local
Government Pension Scheme at the time of transfer will have their
pension rights protected under a nationally recognised process
granting ‘admitted body’ status.
