List of locally important buildings in Peterborough
There are many unlisted buildings of interest
in Peterborough. While they may not meet the national
criteria for 'listed buildings', they help define the character and
appearance of our City and villages, and have great value to local
people. The present Local List is identified by Policy CBE11 - Buildings of Local Importance of
the current Peterborough Local Plan (First Replacement) and is very
limited in its extent.
The
Peterborough Planning Policies Development Plan Document (DPD)
is one of the documents that will eventually make up Peterborough’s
Local Development Framework (LDF)
. Draft Policy PP14 - Buildings
of Local Importance is included to help protect buildings which
are considered to make a positive contribution to the character of
the area or have local significance.
As part of Draft Policy PP14 the Council has
prepared with the help of the Peterborough Civic Society and Parish
Councils a new Draft 'List of Locally
Important Buildings’ of over 230 buildings (please note
this document is large and may take up to 25 minutes on a dial up
connection). The purpose of developing a new Local List
is to celebrate local distinctiveness, help to safeguard important
buildings, and ensure that repairs, alterations and extensions are
sympathetic to their character. The draft ‘Local List’ covers
a wide range of buildings and structures from small seasonal
agricultural workers shacks to a 1970’s office building.
How Draft Local List Buildings are
selected
The criteria for
identification and selection of locally listed buildings were
approved by Council in 2009. These are based on national
guidance for the selection of listed buildings, but adapted to
reflect buildings and structures of local, rather than national
significance. The criteria for selection of buildings on the
Draft Local List are:

Public Consultation on the Draft 'Local List' of Buildings of
Local Importance (Draft Policy PP14)
Public consultation on the Draft
Planning Polices DPD – including Policy PP14 (Buildings of Local
Importance) takes place from 11th February to 24th March
2011. The Planning Policies DPD can be viewed
online. Responses
received will be used to produce a final version of the proposed
‘local list’. Peterborough City Council will submit the
document to the Secretary of State for Communities and Local
Government, who will arrange for an independent inspector to
arrange an ‘examination in public’. This will be a final
opportunity for people to comment on the proposals.
We would welcome views and suggestions for
adding buildings to the Draft Local List.
Implications for owners of a ‘locally listed’ building
The 'List of Locally Important Buildings'
identifies buildings and structures so they can be given
protection through the planning process. A building on the
Local List does not have any additional statutory protection.
However, a local list entry would be a material consideration when
determining planning applications to ensure that any change to the
building did not harm it's special interest. Planning policy
encourages the retention and protection of the special character of
‘local list’ buildings. Any external alteration should respect the
character of the building. There will be a presumption
against the demolition of a 'Locally Listed' building.
