Cost accounting was introduced to the prescribed processes regime in 1998 as part of the Cardinal Report.  The Local Government Association, the Chartered Institute of Environmental Health and the two Atkins performance reviews all endorse to the implementation of cost accounting in relation to prescribed processes.
