Section 5 of the Licensing Act 2003 requires each Licensing Authority to prepare and publish a Statement of Licensing Policy which sets out how it will exercise its licensing functions under the Act. During each three year period, each licensing authority must keep the policy under review, making revisions as it considers appropriate. Each policy is valid for three years and is subject to consultation and review.

Following the consultation process which took place between 16 July and 7 September 2007, Officers presented the updated policy to members of the Licensing Committee on 9 October recommending that the policy be adopted by Full Council on 12 December 2007.

On 12 December 2007 the Full Council adopted the policy for implementation on 7 January 2008. This being the first revised policy following the three year period.
