Adopted Station Quarter Development Brief
The Station Quarter Development Brief was adopted by the City
Council as its strategy for the comprehensive regeneration and
redevelopment of the Station Quarter on 27 February 2008. It will
be a material consideration in assessing future planning
applications in the area. It will be used to inform the emerging
Local Development Framework (LDF) and will be taken into account by
many of the documents which make up the LDF, particularly the City
Centre Action Area Plan. It will also be used to support land
assembly through use of compulsory purchase powers if
necessary.
What happens next?
A principal objective of the Brief is to present a vision for
the area that is realistic and deliverable. Developer interest in
the area has already been identified and it is important that this
interest is further encouraged and refined following the adoption
of the Development Brief.
In preparing the Brief a number of physical / technical issues
were identified that will need to be resolved. These include the
relocation of some existing users from the site; the acquisition of
a number of key land holdings; the need for significant road
improvements; and the implications of improving the rail
infrastructure in the area. The scale of these improvements and
their timing (early on in the development programme to facilitate
development) mean that public sector funding is likely to be needed
to realise the regeneration objectives of the Station
Quarter.
In this context the preferred strategy is for the private
sector to work with public sector partners to take the development
forward in a comprehensive manner in order to ensure that the
problems are overcome and the benefits of redevelopment realised.
As such a masterplan for the site, respecting land ownerships, but
setting out a comprehensive mechanism for delivery to satisfy the
vision and objectives of this Brief, seems to be the best way
forward. Opportunity Peterborough will be
working with the landowners and the City Council to achieve
this.
