What activity is not eligible for funding?
- Statutory education. However, specialised centres providing technical education or vocational training even at university level are eligible.
- Social welfare facilities hospitals, nursing homes, day nurseries and child minding facilities.
- Local government statutory services; health education, police and fire services.
- Retail developments.
- Sports, local leisure and cultural facilities when not directly linked to the activities specifically relating to the objectives of the Urban programme.
- Building and renovation of housing, although external improvements can be made when these relate to a wider strategy to regenerate an area and it is closely linked to the programme objectives.
- Banks and insurance companies cannot be offered a grant directly although they will be acceptable as supporting members of other proposals.
- Industrial production.
Additionally, all projects must meet European gateway
criteria. A full list is available in the
Programme Action
Plan (on page 43), but key criteria are:
- Contribute to one or more of the Programme objectives
- Demonstrate an additional and sustainable benefit to the Urban II area
- Not duplicate existing activity
- Not substitute for existing or planned activity
- Ensure European Union rules on State Aid are not breached
- Have a clear and sustainable exit strategy
