  • A reduction of car use and an increase in the use of public transport, walking and cycling
  • Reduced traffic speeds and improved road safety and personal security - particularly for pedestrians and cyclists
  • More environmentally -friendly delivery and freight movements, including home delivery

 

PPG13 states that a travel plan should be submitted with a planning application if it is to have significant transport implications and specifies four categories of development where this will apply.

The Peterborough Local Plan contains guidance on all aspects of development in Peterborough, including transport.
 
The Local Transport Plan sets out transport policy and a programme of works for the next five years.
 
The Department for Transport issued guidance in March 2007 about how travel plans should be linked into transport assessments. Annex B provides an indication of when a travel plan will be requested through the planning process.
 
Peterborough Sustainable Travel Demonstration Town is a £3.24 million project funded by the Department for Transport over five years. The project, known as Tarvelchoice aims to reduce congestion by implementing a package of measures that promote the use of sustainable transport. The travel plan must therefore be robust in order to generate modal shift away from the private car. Peterborough City Council's travel plan officers can provide help and guidance in this area.
 
What should be included in a Travel Plan?
Travel Plans should be site specific, taking into account factors such as site location and characteristics, number of staff and their working patterns, visitors' travel requirements and fleet. Therefore all travel plans are likely to be different but should include:
 
  • Baseline information
  • Objectives and targets
  • Measures to promote and facilitate public transport use; walking, cycling and car sharing 
  • Car parking management
  • Reducing the need for travel
  • Monitoring and review mechanisms
  • A Travel Plan Co-ordinator
  • Provision of travel information and marketing

 

If the development is speculative, the plan should take a phased, outcome focussed approach. The travel plan should be part of any sales or lease agreement, and the occupier should agree to take on the plan, and implement measures to achieve its targets.

Before formally submitting a travel plan to the City Council, it is recommended that you consult with Peterborough City Council's travel plan officers.
