Comprehensive Performance Assessment
Access to the 2005 CPA result for Peterborough
What is the CPA?
CPA was introduced in 2002 by Central Government as a new way
of measuring and rating the overall performance of councils' and
their ability to deliver improvements in service delivery.
CPA judgements are made by the Audit Commission an
independent organisation appointed by Government.
The CPA process focuses upon three key
elements:
- A Corporate Assessment - an on-site inspection of our overall management and partnership working which is undertaken every 3 years.
- Service Delivery - an annual assessment of the performance of our main front-line services.
- Use of Resources - an annual assessment of how effectively we manage our budgets and assets to deliver our priorities.
The Audit Commission, an independent public body, brings
together judgements for these three elements in December each year
to provide an overall rating of either 4 stars (previously
'Excellent'), 3 stars ('Good'), 2 stars ('Fair'), 1 star ('Weak'),
or 0 stars ('poor'). These new categories
were announced by the Audit Commission in October 2005 as part of
the new 'harder test' CPA methodology they have introduced.
In addition, new 'direction of travel' statements have been
reported alongside the overall CPA categories for the first time
this year. There are four levels of
achievement:
- Improving strongly
- Improving well
- Improving adequately
- Not improving adequately or not improving
In December 2005, the Audit Commission judged that
Peterborough City Council was a 2 star council that was improving
well.
In 2006, the Audit Commission will undertake a Corporate Assessment of Peterborough
City Council. This will examine our performance as a council in
delivering services to our customers. In addition, a Joint Area Review (JAR) of children's
services is taking place at the same time as the corporate
assessment. This assessment evaluates the council's and
partners' contributions to the quality of outcomes for
children and young people, and will be summarised in a separate
report.
