The stages of a planning application.

Validation

We will check whether we have all the information we need. If the application is found to be invalid then additional/missing information will be requested. The application will be deemed valid from the date all the correct required information is received.

Registration and scanning

Once the application has been validated, it will be registered, allocated to a planning officer and scanned. Details of current applications are available from our Customer Service Centre at Bayard Place.

Consultation

We will consult with neighbours, the parish council and other organisations depending on the details of the proposal. Examples of the people we might consult are the Environment Agency, the Highway Authority, and the Council's Natural Environment and Building Conservation teams. We may also prepare site notices and press notices to inform interested parties. Members of the public can also comment. We cannot reject your proposal simply because many people are against it.

Assessment of the application

We will assess your application against local and national policies and guidance and look at the planning history of the site (if any). A planning officer will visit the site to assess the impact of the proposed development. We will also consider potential traffic problems, the effect on amenity (quality of life for neighbours)and the impact the proposal may have on the appearance of the surrounding area.

Making a decision

We aim to make a decision on your application within 8 weeks, 13 weeks (for a major application) or 16 weeks (if an environmental impact assessment is submitted) from the date a complete application is received. Sometimes, for example if a lot of people are affected by the proposed development, we may have to extend this period.

How decisions are made

The Head of Planning, Transport and Engineering Services can make decisions on minor planning applications and many major applications under delegated powers. This will normally be in accordance with the recommendation made by the case officer. You should always contact the case officer with queries in the first instance. Some decisions will be made by the Planning Committee if an application is of particular interest or importance or it has been referred to the committee by a ward councillor or a parish council. The committee report schedules are available a week before the meetings. The minutes of a particular committee are available once they have been approved at the following meeting. Rarely, applications that have been before the Planning Committee will be taken to full Council for decision. Large proposals or controversial applications may be 'called in' so that the Secretary of State can decide them.

Please note that whilst a case officer may be able to give you an indication as to the likely outcome regarding your application, we cannot give guarantees as to what the decision will be because that ultimately rests with the Head of Service if delegated or the Planning Committee.
