What is the Peterborough Core Strategy?
The Core Strategy is one of the first of the development plan
documents of the Peterborough Local Development Framework to be
produced. It will set out the overall approach to development in
Peterborough based on the
Regional Spatial
Strategy.
All development plan documents form part of the
local development
framework.
The Core Strategy will:
- contain a clear spatial vision from which spatial objectives,
strategic policies, monitoring and implementation frameworks
flow
- be guided by sustainable development principles
- be linked to the government's sustainable communities agenda,
helping to determine the broad location of new housing and
employment necessary to meet the requirements of the Regional
Spatial Strategy
- be in general conformity with the Regional Spatial
Strategy
The strategic guidance within the Core Strategy will provide the
framework for other documents in the Local Development
Framework.
Core Strategy Preparation
The Core Strategy has several stages of preparation. These
include:
- the gathering of evidence and the consideration of Issues and
Options
- public participation on Preferred Options
- an opportunity to submit comments (‘representations’) on the
Proposed Submission version
- the submission of a final document for independent
examination
- the examination of the document by an independent
inspector
- final adoption by the Council once any recommendations made by
the inspector have been incorporated into the document
The programme for preparation and adoption is set out in the
Peterborough
Local Development Scheme.
Proposed Submission version of the Core Strategy
The Proposed Submission version of the Peterborough Core
Strategy has been published by the Council. Anybody may submit
comments ("representations"). The period for making comments starts
on 22 January 2010 and ends at 5pm on 4 March 2010.
From 22 January, the
Core Strategy (proposed submission version) is available to
view, and comments may be submitted, via our Consultation
Portal.

Previous Public Consultation on the Core Strategy
The Core Strategy Preferred Options document was made available
for comment between 16 May 2008 and 26 June 2008. Consultation
on this document has closed although the document and public
notice can be viewed below.

What happens next?
Now that the period for making representations has ended,
the council is preparing a summary of the main issues
raised. It will then submit the Core Strategy, copies of the
representations, the summary of issues, and all other relevant
documents to the Secretary of State for Communities and Local
Government. He will appoint an inspector from the Planning
Inspectorate to examine the Core Strategy, taking all of the
representations into account.
Evidence base
To help with the preparation of the Core Strategy we, jointly
with Opportunity Peterborough, commissioned an Integrated
Growth Study. All of the work for this study, including the
public consultation, contributes to the preparation of the Core
Strategy. It helped us to identify issues, options and preferred
options.
