Minerals and Waste Site Specific Proposals Development Plan
Document (DPD) Set for Adoption
Inspector Jonathon G King has published his report on the
Examination into the Cambridgeshire and Peterborough Minerals and
Waste Site Specific Proposals Development Plan Document
(DPD). The report has found the Site Specific Proposals
document to be 'sound' and concludes that it provides an
appropriate basis for planning for minerals and waste for the
Cambridgeshire and Peterborough area over the next 15
years.
A number of changes needed to meet the legal and statutory
requirements and ensure the document is sound, were put forward by
the Councils in response to points raised and suggestions discussed
during the Examination. One exception relates to the Inspector's
binding decision to delete allocation W1X South of Addenbrookes
Access Road, Cambridge South from the document.

The Inspector's Report makes to a 'reference documents list
' which forms the
Examination Reference Library.
The next step is for the Councils to adopt the Minerals and
Waste Site Specific Proposals DPD, which is scheduled to be
discussed at Full Council meetings in February 2012.
RECAP Waste Management Design Guide - Draft Supplementary
Planning Document
On 12 December 2011, Cabinet agreed to adopt the RECAP
Waste Management Design Guide SPD with effect from 22nd
February 2012, the date Peterborough City Council
and Cambridgeshire County Council also expect to adopt
the Minerals and Waste Site Specific Proposals DPD.
Minerals and Waste Core Strategy DPD
The Minerals and Waste Core Strategy DPD was adopted on 19th
July 2011.

Minerals and Waste Proposals Map
The Minerals and Waste elements of the Development
Plan Proposals Map is presented in three parts.
Part A - Minerals and Transport Map (to be adopted 22 February
2012)
Part B - Waste
Map (to be adopted 22 February 2012)
Part C - Mineral Safeguarding
Areas was adopted on the 19th July 2011.
Parts A and B of the Proposals Map are linked to the Minerals
and Waste Site Specific Proposals DPD and will be adopted in
due course.
Minerals and Waste Site Specific Proposals DPD Examination
The Secretary of State has appointed a Planning Inspector,
Jonathan King, to conduct an examination of the Plan. The Hearing
Sessions for the Site Specific Proposals DPD Examination were held
during the period 28 June - 8 July 2011. The Examination of
the Site Specific Proposals remains open until the Inspector
produces his binding report (anticipated in early November 2011).
Whilst the examination remains open, appointed Programme Officer,
Gloria Alexander, will make any further details available
via the
Cambridgeshire and Peterborough Minerals and Waste Site Specific
Proposals DPD Examination page. The contact details for the
Programme Officer, to whom any detailed questions should be made,
are also made available on the Examination web page.

Consultation on Suggested Changes to the Site Specific
Proposals Plan (submission version)
During the course of the Hearing Sessions a number of suggested
chnages were proposed and considered. Some of these changes are
significant and go to the ensuring the soundness of the Plan; the
majority are minor and go to securing consistency and factual
accuracy in the Plan.
The Schedules of Proposed Changes are made available for
consultation for a 6 week period commencing on the 8 August and
finishing on 19 September 2011. Please refer to the
Cambridgeshire and Peterborough Minerals and Waste Site
Specific Proposals DPD Examination page.

Earlier Stages in the Preparation of the Minerals and
Waste Development Plan
The process that has led to the Submission of the Minerals and
Waste Development Plan is outlined below. At each stage the
appropriate level of evidence, including Habitats Regulation
Assessment and Sustainability Appraisals, and consultation has been
undertaken. This has helped to shape and define the Plan.
