What is happening to street lighting in my
area?
Peterborough City Council is proposing to
introduce a scheme of improvements to street lighting in the city
which will reduce energy, and therefore our carbon footprint.
Lighting units on selected streets across the
city will be upgraded to allow lighting to be controlled by a
central management system. These lights will be fitted with energy
efficient lamps, which will reduce carbon emissions, cut energy
bills and reduce long-term maintenance costs.
The operating times can be controlled and
changed if required, and variable lighting levels, or dimming, can
be set to different levels and over different durations for those
units that have a dimming module installed.
How will the new technology work?
The central management system (CMS) uses
wireless technology (radio waves) to communicate with each street
light that is being monitored.
Each light will have a control cell with a
small radio aerial built in that allows it to communicate with a
base station mounted on a tall column or suitable building.
The system checks if a light is working and
reports if a lamp has failed. It can measure energy
consumption, burning hours, temperature and mains supply
voltage.

units that have a dimming module installed.
How many lights will be affected?
At this initial stage, it is proposed that
about 1,200 lights on 112 streets across Peterborough will be
affected - this is five per cent of the streetlights in the
city.
How has the council chosen the streets which will be
affected?
The streets affected during this initial stage
are residential and link roads only.These are minor roads with
lower speed limits and lower levels of traffic.
A set of criteria was drawn up by the council
which areas of the city, and specific streets, were measured
against. These were used to prioritise wards and included:
Ease of implementation based on existing
infrastructure
- Control management system coverage
- Potential energy and financial savings from dimming
- Number of accidents
- Vulnerable Localities Index (a measurement of levels of
deprivation using crime data and social exclusion indicators)
Those areas which had compatible existing
infrastructure, and higher potential energy and financial savings
scored highest against the criteria and were therefore
selected.
Which areas will be affected first?
Based on the above selection criteria, streets
in the following wards will be affected by the first phase of the
proposals: Werrington North; Werrington South; Bretton North;
Paston; Dogsthorpe; Fletton; Park; North; Walton; Central; East;
and Ravensthorpe.
Not every street in these wards will be

When will
work start?
Assuming the proposals are approved via the
full democratic process, the initial installation work is scheduled
to start in November/December 2011.
Will there be any disruption while the work is carried
out?
The council and its contractors will endeavour
to keep any disruption to a minimum while work is carried out.
Traffic management will be required in some cases.
