We are preparing a new Local Plan for Peterborough. Local Plans guide how places change over time. The Peterborough Local Plan will direct growth and regeneration in Peterborough and the surrounding villages to 2044. The new Local Plan will replace the Adopted Peterborough Local Plan (July 2019).

Alternative Sites Consultation

Following the Draft Local Plan consultation in spring 2025, we received significant feedback on proposed site allocations. To ensure the Local Plan meets government housing requirements while responding to comments received, we are now consulting on an alternative site option.

The alternative site identified for consideration is land at West Wittering. This site is considered to have capacity for approximately 3,000 dwellings with the possibility of delivering 1,800 homes in the plan-period.

This focused consultation will help us understand whether this site could be a suitable alternative. No decision has yet been made as to whether this site option will be allocated. Your views will inform which site is most appropriate for inclusion in the final plan.

This focused consultation will run from 23 January 2026 to 5 March 2026.

Local Plans are grounded in the latest evidence. To support the emerging Local Plan, the Planning Policy Library (opens Microsoft SharePoint) contains all the evidence base documents associated with the emerging Local Plan. As preparation of the new plan progresses, we will update the contents of the library with new documents as we produce them.

Previously, we asked people what they felt were the key issues facing the city and surrounding rural areas, and what the Local Plan could do in response. We also ran two 'Call for Sites' exercises.

We consulted on the Draft Local Plan between 11 April and 29 May 2025.

We have reviewed all comments and published a Key Issues Report. This report summarises the main issues raised for each section, policy and site.

We have also published an addendum to the Strategic Housing and Economic Land Availability Assessment (SHELAA) report. This lists any new or amended sites suggested as part of the Draft Local Plan consultation. An interactive map of the new suggested sites has also been published. Please note, at this stage, any new sites presented in this report have no status.

Updated Local Development Scheme (LDS)

An updated Local Development Scheme (LDS) was published in January 2026. The LDS sets out the timetable and key stages involved in preparing the Local Plan for Peterborough. We are currently consulting on an alternative site and preparing the submission version scheduled for public consultation in August and September 2026.

  • Alternative Site Consultation - January / February 2026
  • Pre-Submission Publication (Regulation 19) - August / September 2026
  • Submission (Regulation 22) - November 2026
  • Independent Examination - December 2026 to June 2027
  • Inspector's Report Issued - July 2027
  • Adoption of DPD Local Plan - September 2027

Next stages

Now that we have processed and published all comments submitted on the Draft Local Plan, we will prepare the Submission version Local Plan. In preparing this version, we will take all comments into account. Before this is finalised, we are running a focused consultation on an alternative site option to ensure the plan meets housing requirements and responds to feedback received.

We will then publish a Proposed Submission version Local Plan in 2026 for public consultation. This version of the plan will then be submitted to central government, who will appoint an independent planning inspector to carry out a public examination.
