Tender opportunities and contract register

Peterborough City Council uses the e-Procurement system ProContract.

Our tender opportunities are published on this system, where you can:

  • search for tender opportunities
  • receive notification of new opportunities
  • request and clarify tender information
  • submit responses to opportunities
  • view contracts register - existing contracts, and renewal dates. 

If you would like to do business with us, or view contracts past and present we recommend you register for a free ProContract account. You can set up alerts for Peterborough City Council for notification of upcoming procurement opportunities as and when they arise.

Support for suppliers is available on the ProContract help and support portal. If you encounter any issues with your registration, please contact the ProContract Helpdesk via email suppliersupport@proactis.com or call 0844 543 4580.

Find a Tender (gov.uk)

All businesses interested in supplying goods, works or services to the public sector, must also register on Find a Tender. It’s free to register and easy to do.

Find a Tender is where public sector buyers publish notices about procurements and contracts that suppliers can search and apply for. Procurements that are above the relevant thresholds will be published on Find a Tender. You'll need a GOV.UK One Login to sign in to this service.

Doing so not only provides access to becoming a supplier for Peterborough City Council, it also:

  • simplifies the bidding processes for you
  • means you only have to provide key information once for all your future bids
  • enables you to receive alerts for relevant opportunities when they are published.

We recognise the important contribution that small businesses make in delivering public services and the vital role these businesses play in the local Peterborough economy, thus supporting the commissioning-led approach.

The local supplier guide is designed to help local businesses understand how the council makes procurement decisions and support the participation of those local businesses in appropriate procurement activities.

The council spends in excess of £200 million per year on procuring works, goods and services through a variety of procurement and contracting arrangements covering a wide and diverse spectrum of council functions.

This strategy will align to the council's customer strategy which is fundamental in the understanding of our customer and business needs that will shape the way we deliver our services as a commissioning-led council.

You can only register as a council supplier if you have participated in a tender or competition and been successful. Or if a service area of the council has contacted you directly to place an order for your goods, works or services.

If the above applies to you, you will automatically be sent a registration form by the Buying Support team asking you for your company details. This allows you to be set up on the council’s BACS payment system and for a Purchase Order to be raised. See our Invoices and Payments page for more information.

If you have not yet been successful in a Procurement activity, or contacted directly regarding an order, but your organisation is still interested in becoming a council supplier, please routinely check the ProContract system for details of active supply opportunities.

Existing suppliers can email their contact in payments@peterborough.org.uk to change any of the following details:

  • Registered address
  • Account/payment details
  • Registered company name
  • VAT number

You will then receive communication and a simple form from the Buying Support team that will guide you through the process of getting your details updated on the council payments system.

Peterborough City Council is the latest authority to sign up to an initiative promoting fair tax conduct.

The Fair Tax Mark has developed the scheme in collaboration with UK cities, towns and districts which believe that they can and should stand up for responsible tax conduct, doing what they can within existing frameworks and pledging to do more where possible.

The declaration, which commits cities, towns and districts to pursuing exemplary tax conduct in their affairs, requires greater transparency from suppliers. It also calls on the EU and UK governments to review legislation and support greater powers for the exclusion of tax dodgers from public procurement.

Fair Tax Pledge

We pledge to:

  1. Pass a resolution approving the Councils for Fair Tax Declaration.
  2. Ensuring contractors implement IR35 robustly and a fair share of employment taxes are paid
  3. Shunning the use of offshore vehicles for the purchase of land and property, especially where this leads to reduced payments of stamp duty
  4. Undertaking due diligence to ensure that not-for-profit structures are not being used inappropriately as an artificial device to reduce the payment of tax and business rates.
  5. Ensuring that there is clarity on the ultimate beneficial ownership of suppliers and their consolidated profit & loss position, given lack of clarity could be strong indicators of poor financial probity and weak financial standing.
  6. Promote Fair Tax Mark certification for any business in which we have a significant stake and where corporation tax is due.
  7. Join in and support Fair Tax Week events in the area, and celebrate the tax contribution made by responsible businesses who say what they pay with pride
  8. Support calls for urgent reform of EU and UK law to enable municipalities to revise their procurement policies and better penalise poor tax conduct and reward good tax conduct

Peterborough City Council Agrees with the view that Tax matters.

It matters because in order to ensure we can pay for the goods and services we all need to use, like roads, free education and healthcare it is vital that individuals and businesses pay their fair share of tax that is due.

Unfortunately, some companies opt to avoid paying their corporation tax in order to make more money themselves, harming the wider economy. We hope that you’ll join us in declaring your support for the scheme and that you’ll sign up. Supplier invoice payment performance

The Procurement Act 2023 requires Contracting Authorities to publish performance data annually to 31 March for payment of valid and undisputed supplier invoices paid within 30 days of receipt.

Notes on the above data

There may be inaccuracies in the data which would only be become apparent on review of individual accounts. For example, our finance system does not identify periods where an invoice has been in dispute, or on hold. Therefore, the above interest value may be overstated.
