We are keen to hear your views on the proposal to introduce city-wide additional licensing. If you are a tenant, resident, landlord, letting agent, or a business, living or operating in the city, you could be affected by the proposal.

If an additional licensing designation is approved, the landlord of every House in Multiple Occupation (HMO) in Peterborough would be required to obtain a licence from the council.

HMOs will require an additional licence if they are rented to at least three people who are not from the same household but share facilities like a bathroom and kitchen. Properties converted into self-contained flats that do not meet building regulations are also considered HMOs and will need a licence under this proposed scheme.

Properties containing five or more people are already required to be licensed under Mandatory HMO Licensing and this scheme will not alter that requirement. We also operate a Selective Licensing Scheme. Properties will only be required to hold one licence of the relevant type.

Following consultation, we will present a full report on the findings and outcomes of the consultation to our Cabinet. They will make a decision on whether or not to implement the scheme.

The consultation runs for 10 weeks from 19 May until 31 July 2025.
