Councillor Shabina Qayyum, Leader of Peterborough City Council, has announced her Cabinet for 2026/27 at tonight’s meeting of Annual Council.
Cllr Qayyum has selected Cllr Neil Boyce as her Deputy, who retains his portfolio for Adult Services.
Cllr Mohammed Jamil remains Cabinet Member for Finance and Corporate Governance and Cllr Katy Cole as portfolio holder for Children and Young People.
New or amended Cabinet roles are as follows:
- Cllr Angus Ellis, Cabinet Member for Transport (amended cabinet role)
- Cllr Christian Hogg, Cabinet Member for Regulatory Services and Enforcement (amended cabinet role)
- Cllr Zameer Ali, Cabinet Member for Communities and Public Safety (amended cabinet role)
- Cllr Chris Wiggin, Cabinet Member for Environment - new cabinet member and cabinet role
- Cllr Numan Ali Iqbal, Cabinet Member for Growth and Regeneration - new cabinet member
- Cllr Ann Shaheed, Cabinet Member for Public Health, Homelessness and Poverty - new cabinet member and cabinet role
Two cabinet advisers have also been appointed:
- Cllr Kevin Tighe, Cabinet Advisor for Growth and Regeneration
- Cllr Jade Seagar, Cabinet Advisor for Environment
Speaking at the meeting, Cllr Qayyum said: “We face significant challenges — financial pressures, rising demand for services, and the need to continue regenerating our city while protecting what matters most to our residents. But we also have a real opportunity: to lead with purpose, to be ambitious, and to deliver for every community across Peterborough.
“That is why the Cabinet I am announcing today is built on three clear principles. Strong leadership and accountability, collaboration and shared responsibility and a clear focus on delivery for residents.
“We are not here to manage decline. We are here to make a difference. And to do that, this Cabinet will focus relentlessly on the priorities that matter most. Protecting vital frontline services, driving economic growth and jobs, supporting our most vulnerable residents, improving the environment and the places people call home, and ensuring we are open, transparent, and accountable in everything we do.
“We will work as one team — not in silos — because the challenges we face do not fit neatly into departmental boxes. Whether it is housing, health, education, or community safety, the solutions require us to work together
“I also want to be clear; leadership is not just about those sitting around the Cabinet table. It is about every councillor in this chamber, officers across the organisation, and partners across our city. We will only succeed if we work together, listen to each other, and stay focused on what really matters — the people we serve.”
