We are preparing a new Local Plan for Peterborough. Local Plans guide how places change over time. The Peterborough Local Plan will direct growth and regeneration in Peterborough and the surrounding villages to 2044. The new Local Plan will replace the Adopted Peterborough Local Plan (July 2019).

Draft Local Plan consultation - April to May 2025

We have published a draft of the new Peterborough Local Plan and launched public consultation. The Draft Local Plan 2024-2044 includes emerging planning policies and proposals for development. It also sets out where the proposed housing and employment sites are.

At this stage, the plan is still in draft form. Your views are essential and will help shape later versions. You can view the plan and interactive map below:

Public engagement events

We are holding a series of public engagement events connected to the Draft Local Plan. We warmly invite members of the community to drop-in at these events to learn more about the plan and discuss the draft policies and proposed sites. The events take place on:

  • Tuesday 6 May 2025 – Online drop-in session via Zoom, 6.30pm
  • Thursday 8 May 2025 - Queensgate Shopping Centre, outside the O2 shop from 5pm to 7pm
  • Saturday 10 May 2025 - Peterborough Museum from 10am to 4pm
  • Monday 12 May 2025 – Online drop-in session via Zoom, 12.30pm
  • Thursday 15 May 2025 - Cathedral Square near Cathedral Arch from 5pm to 7pm

Copies of the plan and paper comment forms will be available at these events. They are also available in local libraries and the Town Hall on Bridge Street. 

How to comment

We encourage you to take this opportunity to share your views and inform the future development of Peterborough.

Our consultation runs from 11 April to 29 May 2025. The deadline for submitting comments is 11.59pm on 29 May 2025.

You can comment on any part of the Draft Local Plan - on every proposed policy or site, or on just those that you are most interested in.

Please note that we will upload all comments to our website and they will not be confidential.

We will take all comments received into consideration. They will help inform the proposed Submission Local Plan, due to be published for public consultation in autumn 2025.

Evidence base

Local Plans are grounded in the latest evidence. Alongside the Draft Local Plan 2024-2044, we have published:

  • Statutory Notice

The Planning Policy Library (opens Microsoft Sharepoint) contains all the evidence base documents associated with the Draft Local Plan. As preparation of the new plan progresses, we will update the contents of the library with new documents as we produce them.

Previous stages: Issues and Options consultation

Previously, we asked people what they felt were the key issues facing the city and surrounding rural areas, and what the Local Plan could do in response. We also ran two 'Call for Sites' exercises.

Next stages

After the consultation period ends, we will publish all comments submitted on the Draft Local Plan on our website.

All comments received will be reviewed and any changes arising from the consultation will be made to the Draft Local Plan. We will publish a Proposed Submission version in autumn 2025 for public consultation. This version of the plan will then be submitted to central government who will appoint an independent planning inspector to carry out a public examination into the document.
