In 2015, the Government issued a Local Government Transparency Code to place more power into citizens' hands to increase democratic accountability. They wanted to make it easier for local people to contribute to the local decision making process and help shape public services.
Transparency is the foundation of local accountability and the key that gives people the tools and information they need to enable them to play a bigger role in society. The availability of data can also open new markets for local business, the voluntary and community sectors, and social enterprises to run services or manage public assets.
In 2000, the Freedom of Information Act was introduced to enable public access to information held by public authorities.

Statistical datasets submitted to Government
All councils submit data to the Ministry of Housing, Communities and Local Government. It is then published in live tables on the GOV.UK website.
The datasets include:
- Borrowing and investment
- Capital payments and receipts
- Council tax and national non-domestic rates receipts
- Local authority exit payments
- Local council tax support
- Quarterly revenue update
