In 2015, the Government issued a Local Government Transparency Code to place more power into citizens' hands to increase democratic accountability. They wanted to make it easier for local people to contribute to the local decision making process and help shape public services.

Transparency is the foundation of local accountability and the key that gives people the tools and information they need to enable them to play a bigger role in society. The availability of data can also open new markets for local business, the voluntary and community sectors, and social enterprises to run services or manage public assets.

In 2000, the Freedom of Information Act was introduced to enable public access to information held by public authorities.

The Community Leadership Fund enables city councillors to support schemes, projects and activities that will have a positive impact within their wards. We have allocated each of our 60 councillors £1,000 to spend each financial year on community projects within their ward.

We publish annually the details of all payments made to our elected councillors.

We publish annually details of all grants to voluntary, community and social enterprise organisations.

We publish datasets on our parking accounts and parking spaces. These detail income and expenditure across Peterborough, including pay and display, residents' parking, and penalty charge notices.

We publish monthly details of the payments we have made to external bodies and suppliers, and all credit notes.

To ensure the privacy of individuals and confidentiality, some payments we have made may not be listed or only provided in part (this is known as redacted data).

In the spending data we publish, there may be multiple lines for each transaction number. This is because the value of an invoice may be allocated to several different cost centres and account codes.

We publish annually details on the salaries of our senior staff by job title and pay band. There is no requirement to publish names of staff in posts other than the Corporate Management Team.

Statistical datasets submitted to Government

All councils submit data to the Ministry of Housing, Communities and Local Government. It is then published in live tables on the GOV.UK website.

The datasets include:

  • Borrowing and investment
  • Capital payments and receipts
  • Council tax and national non-domestic rates receipts
  • Local authority exit payments
  • Local council tax support
  • Quarterly revenue update
