This consultation is on a proposal to enter into a formal partnership agreement (known as a Section 75 agreement) with Cambridgeshire Community Services NHS Trust (CCS).

What the services covered do

The aims of the Adult Sexual Health Promotion Service are to promote overall sexual wellbeing, prevent poor sexual health outcomes and to reduce health inequalities amongst adults in Peterborough by:

  • Supporting the reduction of the spread of sexually transmitted infections, through targeted testing, campaigns, promotion and awareness raising
  • Supporting the prevention of unintended pregnancies, through supporting access to contraception and awareness raising
  • Supporting the ending of new HIV transmission, through targeted testing, communication campaigns and awareness raising

The proposed agreement would be for two years initially, with the option to extend for up to two further years.

What a Section 75 partnership agreement is

Section 75 partnership agreements are formal legal agreements that can be used to help align and integrate services to improve the experience for the people and families who use them. They enable councils and certain NHS organisations to exercise each other’s statutory functions, in conjunction with the exercise of their own statutory functions.

Why we are proposing to enter into an agreement with Cambridgeshire Community Services (CCS)

We already work with CCS because they deliver integrated sexual health treatment and reproductive health services in Peterborough. CCS has considerable experience of delivering sexual health and reproductive health services in Peterborough and other parts of the East of England. 

Peterborough City Council and CCS have a shared view of how partnerships should operate and what kinds of management and decision-making arrangements best support the joint development of services. We already work closely with CCS to design, plan and monitor multiple services to improve health and wellbeing outcomes.

Benefits of entering into a partnership arrangement to deliver the Sexual Health Promotion Service

The recommendation is based on synergies and integration with the main Sexual Health Treatment Service, below details some of these benefits which we believe will improve the way functions are exercised:

  • Closely aligned sexual health treatment and prevention services with seamless pathways, breaking down any barriers between services
  • Integrated processes for responding to clusters of positive results and partner notification
  • A co-ordinated preventative and early intervention approach that supports access to a range of services
  • Improved accessibility to the right services at the right time
  • Timely support, and identification of the most suitable intervention needed
  • Shared expertise between the clinical and prevention service, working together cohesively to achieve positive outcomes and mutual learning to improve services

By coordinating this offer and integrating commissioning activity, it will help facilitate the best use of resources and ensure that as many people benefit from this support as possible.
