Five former city councillors have been granted the prestigious status of Honorary Alderman, recognising their eminent service to Peterborough's communities.

During a special council meeting held at Sand Martin House yesterday (Wednesday 14 October) members unanimously agreed to award the status to Ray Bisby, Marco Cereste, Alan Dowson (posthumously), Jeremy Roberts and Asif Shaheed.

The five will be given badges of office at a formal ceremony on a date to be confirmed.

To be considered for the status of Honorary Alderman, a person should have been re-elected for at least three terms and served a minimum of 11 years.

The accolades were granted following recommendations by the council's Constitution and Ethics Committee, with the five former councillors all eligible for the title having served the following terms:

  • Ray Bisby – May 2015 to May 2026.
  • Marco Cereste – May 1995 to May 2001 plus May 2007 to May 2015 and May 2016 to May 2026.
  • Alan Dowson – May 1971 to May 1997 plus May 2016 to January 2026.
  • Jeremy Roberts - May 1979 to May 1997.
  • Asif Shaheed – May 2010 to May 2026.

Councillor Peter Hiller, Chair of the council's Constitution and Ethics Committee, said: "These gentlemen dedicated a huge amount of time to the council and the community and I think it is fitting for us to recommend that they receive one of the highest honours we can bestow on a former councillor.

"Each was a member of many committees as well as representing the interests of the residents of their ward. I believe this award goes some way to recognising the many years of public service they have given to our city."

Honorary Alderman may attend and take part in civic ceremonies. They have no other formal role and are not entitled to receive any allowances or other payment of expenses.

During the meeting, former councillor Ray Palmer was also granted the status of Freeman of the City. The council's records confirm that he served as a councillor for approximately 30 years up until 2007, serving on most of the council's committees during this time.

Freedom of the City can be awarded to an individual or an organisation that has made a significant contribution to the social fabric or well-being of the citizens and city of Peterborough.

More information about the status of Honorary Alderman and Freeman of the City is included the agenda for the meeting on our website.
