Resolved: At the end of the petition period
The first phase of the Peterborough Station Quarter project, the City Link, is due to start main construction works in the first few months of 2026. City Link will improve connections from the station through Queensgate roundabout into the top of Cowgate.
City Link will create a positive gateway into the city centre by removing southern and western subways (the northern subway near the Perkins Yellow Car Park will remain) and improving the landscaping to make the area feel safer and more attractive.

As part of the project, changes are needed to the landscaping. We have worked hard to keep as many trees as possible in this location, but in order to construct the scheme, 35 trees need to be felled. We have a duty to consult on tree felling and further information is provided below, including the felling plan.
You can view the Arboricultural Impact Assessment below which gives full details of all trees in the eastern Peterborough Station Quarter area. Please note we are only consulting on the City Link package (Queensgate Roundabout). Future information will be publicised about the proposals for the other areas for Peterborough Station Quarter.
In summary, we are proposing to fell 35 trees on the eastern side of the railway in order to deliver the City Link improvements. The future landscaping proposals will see 49 new trees planted, a net gain of 14 trees. In addition to the 49 new trees, there will be 7 additional small trees / shrubs as well as a rain garden and Gabion walls.
We have also undertaken Natural England’s Urban Greening Factor assessment. This is a planning tool to improve the provision of green infrastructure and increase the level of greening in urban environments. The recommended minimum Urban Greening Factor target scores for major developments in England are:
- 0.3 for predominately commercial development
- 0.4 for predominately residential development
The Urban Greening score for the City Link proposal is 0.8. In summary, the baseline works area has a score of 0.6. The post-development works area has a score of 0.8. As such, there is an increase of 0.2 between the two scenarios.
