Housing Benefit

Housing Benefit is money to help you with your housing costs if you are on a low income, You can apply for Housing Benefit if one or more of the following apply:

  • You are of pensionable age (if you are a couple, both of you must be of pensionable age). Check if you are of state pension age (gov.uk).
  • You are in specified accommodation (supported accommodation), where care, support or supervision is provided as a condition of the tenancy.
  • You are in temporary accommodation, provided for by Peterborough City Council.

If you or your partner has savings of over £16,000 you can't normally claim Housing Benefit, unless you are also receiving Guaranteed Pension Credit.

If you do not meet the eligibility above:

You may be able to get housing support through Universal Credit. Universal Credit has replaced Housing Benefit for most working-age claimants. If you need help with you rent and you are below pensionable age you will now need to claim Universal Credit (administered by the Department for Work and Pensions). You may also still be eligible for Council Tax Support.

If you are experiencing financial difficulties and are already in receipt of Housing Benefit or Universal Credit and need extra support you may be eligible for Housing Payment support.

Apply for Housing Benefit

When applying for Housing Benefit - Council Tax support and 'Second Adult Rebate' can be considered as part of your application. If you are in receipt of universal credit you can just apply for council tax support.

If you are on a low income, and eligible for Housing Benefit, or Universal Credit, you may qualify for Council Tax Support. Council Tax Support is a means-tested benefit that can help reduce the amount of council tax you need to pay. If you think you're eligible, you can apply using the link below.   • Once you have made an application to us, it is your responsibility to inform us if your circumstances change. Any delay in telling us about changes which reduce your benefit entitlement will result in an overpayment..
  • In limited circumstances, we sometimes match the data we hold about your claim with information held by HMRC and the DWP. This is to make sure your entitlement is correct.

If there is a discrepancy and you have been overpaid, you will need to pay back any overpaid entitlement.

Frequently asked questions

It is important that you tell us about any change that may affect your housing benefit or council tax support entitlement straight away. If the change means that you are entitled to more benefit, and you do not tell us about the change within one month of it happening, you could lose housing benefit.Any delay in telling us about changes which reduce benefit entitlement will result in an overpayment which will be recoverable from you.

Examples of changes you can tell us about with this digital form, please note that this list is not exhaustive.

Income and Capital:

  • Changes in any of your income, e.g. wage/self-employed increase, pension increase, etc.
  • Increase / decrease in capital of you or your family
  • If you start of stop receiving any other income
  • Your capital increases above £6000 as a working-age applicant, or £10000 as a pension age applicant
  • Changes in savings, investments or property

Household details

  • If someone comes to live with you
  • If someone living with you moves out
  • If circumstances of someone living with you changes (non-dependant increase/decrease, etc)

Accommodation

  • Your rent changes
  • You or your partner go into hospital
  • You go abroad for more than four weeks

Personal Details

  • Date a child leaves school or child benefit stopped
  • Date if you have another child

Moving to outside of the Peterborough Area

If you are moving outside the area and wish to notify us to end your claim you can use this form - please select 'Other' as the type of change. Please note: the 'Housing Benefit change of circumstances form' cannot be used to notify a change of address within the Peterborough area.

Private renting

If you are renting from a private landlord your housing benefit will normally be worked out using the Local Housing Allowance appropriate for the size of your household. This might mean the amount of help you receive won't cover your rent in full.

Social housing renting

If you are renting from a social landlord, your core rent and eligible service charges will be considered. However, they may be affected by the bedroom tax (see below)

Bedroom tax

People living in houses larger than they need (under-occupiers) will have to either:

  • Move to somewhere smaller
  • Make up the difference in rent due to Housing Benefit reduction

This change is for working-age people only. Housing benefit size criteria does not apply to:

  • People of a pensionable age
  • People in shared accommodation

Housing benefit reduction

If you have more rooms than the Social Sector Size Criteria allows, the eligible rent used in your Housing Benefit calculation reduces by:

  • 14% if you under-occupy by one bedroom
  • 25% if you under-occupy by two or more bedrooms

You can access your Council Tax, Housing Benefit, and Council Tax Support details online. Our online service allows you to view your account details, which includes payment details and benefit entitlements. The benefits of an online account include:

  • Check your benefit entitlement
  • Check the amount of your next payment
  • See the details that have been used to assess your claim
  • Check if you have an overpayment which is being recovered
  • View your Council Tax details
  • Sign up for Direct Debit
  • Pay your Council Tax online

Our Housing benefit BACS form can be used to:

  • update your BACS details
  • update payment details to receive payment by BACS instead of cheque
  • landlords can request payments on behalf of their tenants (including safeguarding requests)
  • tenants can request payments to be made to their landlord (including safeguarding requests).

Please note: this online form is only to be completed by the tenant or landlord to which the claim relates.

Housing benefit BACS form

Housing benefit may be paid for two different homes for a period of up to 4 weeks in certain circumstances where a permanent move from one address to another leaves you with an unavoidable overlap in rent liabilities.

It is important to move to your new home immediately as you may not be entitled to housing benefit for your new address if you delay moving in.

You are not considered to have an overlap in rent liabilities if you move into a residential home or if the move is only temporary.

This form will need to be completed and submitted twice; once by the claimant and subsequently by your former landlord. We can only look at your request to award Housing Benefit on two homes once we have received a form completed by both the claimant and the former landlord.

Housing benefit and council tax support is normally awarded from the Monday following the date on which we receive your application. This form only relates to backdates where a claim has already been made for the current period.

If you have not yet claimed housing benefit or council tax support, you can claim a backdate on the main housing benefit and council tax support online claim form.

The maximum period benefit can be considered is as follows:

  • If you are of pensionable age you can apply for a maximum 3 months backdated award
  • If you are working age (not of pensionable age) you can apply for 1 month backdated award.

You will need to provide full details, together with any supporting evidence, to explain the reasons you did not apply for Housing Benefit and/or Council Tax Support at the correct time.

If you have evidence or documents to send to us please email them to benefits@peterborough.gov.uk after submitting the claim form, we accept digital photographs, scanned copies or electronic versions.

Please put your benefit claim number in the subject heading (this begins with a '2' and can be found on any letter we send to you) and also mark it “Backdate Application”.

A Second Adult rebate is worked out based on the income of another adult who lives in your home and whether they can reasonably contribute toward the extra 25% of Council Tax created when a single person discount is removed. This rebate cannot be claimed for your partner, a lodger, or anyone who is jointly responsible for paying the Council Tax. You should apply for a second adult rebate if your own income is too high to qualify for Council Tax Support, but the other adult living with you is on a low income. The exact amount (between 0% and 25%) will depend on the gross income (before tax or other contributions) of the second adult living with you.
