Project overview

The Government allocated £13million from the Towns Fund towards delivering The Vine Project. 

The Vine Project will operate across three sites, creating thriving hubs in the city centre for residents and visitors as places to gather socially and to encourage new start-up businesses and creative ventures.

The Vine sites are:

  • Central Library, Broadway
  • Peterscourt, City Road
  • The Goods Shed, Fletton Quays

The project will:

  • Provide an improved, digitally focused library service
  • Create flexible workspace for small businesses and business incubator opportunities
  • Include education and community space

Central Library

A full refurbishment of the ground floor, and new heating and lighting throughout the whole building, will take place at the Central Library, Broadway, Peterborough. This will transform the 1980s building into a light and airy modern library with community spaces.

The modern, transformed building will offer an improved digital library service and more welcoming spaces for the local community and visitors.

Work will shortly commence on further developing the concept design.

Peterscourt is a Grade II listed building, originally designed by Sir George Gilbert Scott. It is positioned prominently in the heart of Peterborough city centre.

The refurbishment of the three-storey building aims to re-establish it as a vibrant business incubator that fosters the early-stage development of innovative start-ups and contributes to the economic vitality of the local community.

It represents a significant reinvestment in this historic property, modernising the internal workspaces while preserving its historic fabric. The redesign will provide a flexible space that can be adapted to suit different business uses, ensuring the building remains functional and responsive to evolving user needs.

The refurbishment includes:

  • The creation of social and breakout spaces
  • Flexible meeting and training rooms - spaces that can be reconfigured into private offices, allowing businesses to scale-up within the building
  • Diverse office types - including open-plan collaboration zones, rentable private offices, and studios tailored for creative industries
  • Co-working and creative hubs - dedicated spaces that serve both traditional office functions and as innovation centres for local artistic and entrepreneurial community

Goods Shed

The Goods Shed

A Grade II listed building, known as The Goods Shed, is located within the Fletton Quays regeneration zone. It is the final element of The Vine.

The Goods Shed was originally set to be redeveloped as a communal food and beverage hall supported by Towns Fund grant.

However, it has recently been marketed for sale without grant. We are currently working through the offers, with preference being given to offers from buyers that propose to deliver food and beverage within their redevelopment. The sale will be subject to Cabinet approval.

Changes from original plans

Original proposals for The Vine Project were focused on using the former TK Maxx building in Bridge Street. However, more in-depth feasibility studies found the planned conversion of this building was not feasible and it has now been sold to a private developer who intends to re-develop the site.

The funds from the sale have gone into our Regeneration Fund which brings together monies from The Towns Fund and the Levelling Up Fund for investment in projects.
