City Centre Schemes - Moving Traffic Enforcement
Peterborough City Council operate a number of moving traffic enforcement schemes in the city centre to ensure compliance with the restrictions in place. The restrictions are there to manage the free flow of traffic throughout the city centre, maintain road safety and make maximum use of available road space.

Restriction details
There is a no entry restriction southbound on Park Road at its junction with Fitzwilliam street. No vehicles should proceed through these no entry signs and should instead turn left into Fitzwilliam Street for access only, or right into Fitzwilliam Street for through traffic
Why is enforcement required here?
Instead of following the one way system around Fitzwilliam Street, Lincoln Road and Geneva Street to reach the southern section of Park Road and Westgate, vehicles are cutting through this no entry restriction. This presents a danger to motorists, pedestrians and other road users as vehicles are driving into oncoming traffic, the wrong way in a one way section of road.

What are the rules?
Vehicles heading south on Park Road approaching junction with Fitzwilliam street should not continue straight on and should instead turn either left for access or right for through traffic. The correct and legal route to reach the south of Park Road and Westgate is to follow the one way system through Fitzwilliam Street, Lincoln Road and Geneva Street.

Restriction details
The restriction is indicated by blue and white directional arrows and road markings. Vehicles proceeding northbound on Park Road approaching the junction with Church Walk must pass to the left of the island and turn left and proceed in a westbound direction into Church Walk.
Why is enforcement required?
The have been many complaints and instances of vehicles failing to follow the directions indicated on the signage which is resulting in vehicles driving over pavements and heading into oncoming traffic, or driving on the wrong side of the road. This presents a danger to both motorists, pedestrians and other road users. Despite modification to the junction and additional signage, compliance to the restrictions is still poor and motorists are taking risks for a small shortcut.

What are the rules?
Vehicles heading north on Park Road in the section of road between Manor House Street and Church Walk must turn left into Church Walk and head in a westerly direction. They must not attempt to drive straight on as Park Road beyond this junction is one way traffic in a southerly direction. They must also not turn right into Church Walk and head in an easterly direction, as doing so would involve driving on the wrong side of the road, into oncoming traffic and the wrong side of the traffic island.

Restriction details
There is a Pedestrian and Cycle Zone across the city centre which covers the streets:
- Long Causeway
- Cathedral Square
- Church Street
- Lower Bridge Street
- Cumbergate Exchange Street
- St Johns Square Queens Street
Entry to this area is via Long Causeway as it meets Broadway and Midgate.
Why enforcement is required?
Although an automatic bollard is in operation to prevent vehicles accessing the area, this does not stop motorbikes and mopeds from driving into the pedestrian area presenting a danger to pedestrians, especially at busy times. It also does not stop vehicles driving into the entrance and blocking pavements with vehicles. Historically, we have received a lot of complaints about motor vehicles in this area and previous enforcement powers only allowed us to enforce parking once vehicles have come to a rest.

What are the rules?
No motorised vehicle should enter at any time, by any means and includes vehicles being driven, pushed or caused to enter by any other method - except for the following exemptions:
- Goods vehicles for the purposes of loading and unloading - midnight – 10.30am and 4.30pm - midnight
- Entry for Blue Badge holders to be dropped off or picked up - midnight - 10.30am and 4.30pm - midnight. Blue Badge holders are not permitted to wait or park at any time.
- Emergency service vehicles
- Council service vehicles
- Highways maintenance vehicles
- Post office vehicles attending post boxes situated on the above roads
- Vehicles in official use for funerals and weddings at St Johns Church
- Vehicles that are used for the secure transfer of money and other such securities to banks and building societies etc
- Vehicles that have been granted an exemption by the council prior to entering the above roads
Dispensations
In exceptional circumstances, we will issue dispensation for vehicles to enter to carry out planned or emergency works. Those wishing to apply for dispensation to enter should contact parking.services@peterborough.gov.uk with details. Please note that dispensation is chargeable.

Restriction details
Church Street is inside the city centre pedestrian zone, any authorised traffic exits this zone via Church Street onto Cowgate. Both Cowgate, Church Street and Cross Street are one way, therefore no entry signs are placed where Cowgate meets Church Street so that traffic cannot enter the city centre pedestrian area in the wrong direction.
A no right turn sign on Cross Street gives advance warning that you can only follow the road to the left into Cowgate, and not turn right into Church Street.
Why is enforcement required?
A number of vehicles are regularly driving the wrong way on Church Street in order to access the city centre pedestrian area. These vehicles are putting pedestrians in danger by entering an area they are not permitted to be in, but also driving in a direction against the flow of other authorised vehicles.

The maps below show where the signage is placed on Church Street and the location of Church Street in the city centre.


What are the rules?
No motorised vehicle should be caused to proceed in a direction passed the no entry signs. A contravention will be committed, and enforcement action taken if a vehicle is seen passing the no entry signs.

Restriction Details
The is a no left turn restriction where Park Road meets Westgate, any vehicle in Park Road cannot turn left into Westgate. Vehicles must turn right.
Why is enforcement required?
The restriction is frequently ignored, despite it being clearly signed and vehicles are gaining access to a section of Westgate that is designated as a pedestrian and cycle zone.

Restriction details
Westgate from it’s junction with Lincoln Road heading east is a no entry restriction except buses. Vehicles on Westgate arriving at the junction with Lincoln Road should not proceed on Westgate but turn left into Lincoln Road. Only buses can continue on Westgate here.
Vehicles on Lincoln Road heading south arriving at the Westgate junction cannot turn left through this no entry, there is a no left turn restriction in place here and traffic must turn right.
Why is enforcement required?
The restriction is frequently ignored despite being clearly signed and vehicles proceeding through the no entry can present a danger to other road users as well as cause delays to traffic and the flow of public transport on this busy route.

What are the rules?
No entry to vehicles heading east on Westgate past the junction with Lincoln Road. Only Buses can proceed in this direction.

Restriction details
Westgate is a Pedestrian and Cycle Zone between its junctions with Broadway / Midgate and Park Road. Entry to this zone is restricted to just buses from the west. From the east, entry is restricted to buses, taxis and permit holders, or for the purposes of loading and unloading between the hours of midnight to 10.30am and 4.30pm to midnight.
Why enforcement is required?
There is a history of unauthorised vehicles entering this area as a shortcut. This causes congestion and obstruction to scheduled bus services as well as taxis. We receive many complaints about congestion, obstruction and illegal parking in this area.
How is it signed?
The following signage is in place.

What are the rules?
No motorised vehicle should enter at any time, by any means and includes vehicles being driven, pushed or caused to enter by any other method - except for the following exemptions:
- Local buses at any time
- Licensed taxis at any time
- Westgate Access Permit holders (more details below)
- Entry for loading and unloading - midnight - 10.30am and 4.30pm - midnight
- Emergency service vehicles
- Council service vehicles
- Highways maintenance vehicles
- Vehicles that have been granted an exemption by the council prior to entering the above roads
Westgate Access Permits
Businesses operating within the zone are each permitted to hold one ‘Westgate Access Permit’. This will allow the vehicle listed on the permit to enter and park within the zone at any time for the purposes of loading and unloading. Eligible properties are those businesses situated on Westgate between Broadway and Park Road junctions only.
To apply for a Westgate Business Permit, you will need create an account on our permit system and complete an application for the Westgate Access Permit, which you can find in the business category. You need to upload proof that you operate an eligible business. There is no charge for this permit, but you must reapply for it annually. We send renewal reminder emails 31 days before the permit is due to expire to prompt you to reapply.
